The Administrative Services Associate (ASA) oversees all administrative functions of a newly formed Public Health Unit. This includes various units such as: Communicable Disease, Infection Control, Community Response, Vaccine, and Public Health Preparedness. The ASA’s duties include administering contracts, overseeing daily workflow of communicable disease operations and administration of data systems. The position works closely with the Department’s Fiscal Unit and Public Health Program leads to finalize budget details. This entails financial data system entry of contracts and processing of invoices for payment. It also includes preparing a variety of statistical fiscal reports utilizing data from a variety of sources which requires compilation and summarization. The ASA ensures that daily routine functions are completed efficiently and follow a standard operating procedure. They also ensure that the Unit maintains access to data systems. In addition, the ASA is responsible for the supervision of the Office Assistant II position to support administration operations for the Unit. The ASA completes and processes a wide variety of technical and complex documents related to the work of the Department, ensuring documents are complete, accurate and in compliance with program, departmental and County policies and procedures.

This fixed term position is initially funded up to June 30, 2023. Please note, this position may end prior to June 30, 2023 if funding ceases or the work is complete. In addition, these positions may continue after June 30, 2023 if funding is renewed or extended. Per PMR 48.2, fixed term employees are not subject to Reduction in Force rights at the completion of the term.


Our Highly Qualified Candidate:

The ideal candidate possesses contract and grant administration experience, strong analytical and writing skills as well as experience working in a public health or medical setting. The ideal candidate also has experience participating in budget development/tracking; understands basic accounting, and how to document processes, policies, procedures, and clinic protocols. The ideal candidate has demonstrated project management experience, excellent organizational skills, and is flexible and accurate with a high level of attention to detail. The ideal candidate will be a strategic thinker with the ability to work independently and effectively meet the priorities of others. They are able to proactively recommend change to policies and procedures and technology solutions. The ideal candidate also has experience working with infectious disease databases such as California Reportable Disease Information Exchange (CalREDIE) and California Immunization Registry (CAIR) and intermediate or advanced proficiency in MS Office Suites and Google Suites. Ideal candidates have strong interpersonal skills, are client-focused, and are successful in support of a team, with excellent leadership and supervisory skills.

Any combination of education and experience that would provide the knowledge and skills listed below. Typically, equivalent to graduation from a four year college or university with major coursework in business or public administration, accounting, economics or a field closely related to the work and one year of paraprofessional experience performing accounting, budgetary, administrative or related work. Additional experience as outlined above may be substituted for the educational requirement on a year-for-year basis.

Testing and Eligible List

The eligible list established from this recruitment will be used to fill the current vacancy and any future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active.

Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.

Disaster Service Workers:
All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
